I presume Obama (and every other President) either releases the info himself or authorizes its release. Price of being President and all that.

Having said that, unless there is some Constitutional provision I'm not aware of, yes, it technically is a matter of Doctor/Patient privilege, so if Obama didn't authorize it, the doctor wouldn't be allowed to talk about it without having the ever living HIPAA sued out of him.
