It is for the franchise. Why would a person keep playing if they are stuck not being able to raid? It's alot of work for some to get into guilds and attend raids blah blah...
Think about Halo 3 on Xbox live, all you need is the game and description and you can play whenever you want - hard battles and such - just log in and BAM!
To appeal to the world is blizzards focus - appealing = great revenue.

Exactley, and Lortan of all people will agree this game has continually been changing its focus to be "Monopoly" instead of what most of us would want.
